Details on Philadelphia Pedestrian Accident

“Every time I cross the boulevard, I see somebody running the light” – Neighborhood resident, Angel Mendoza

Samara Banks, 28, was walking home with her children after visiting her grandmother Tuesday night (July 16, 2013). Upon attempting to cross the 12-lane highway she must cross to get to her home, she and her sons were struck by Khusen Akhmedov, 23. The woman and three of her sons (4 months, 23 months, and 4 years old) were killed.  Her oldest son, 5, sustained only bruises and bumps.

Banks often called a cab to make the trip, but reportedly decided to walk because the weather was cool. Roosevelt Boulevard has been plagued with numerous pedestrian accidents and hit-and-run incidents over the years.

Residents report it is common for drivers to go 10 to 20 mph over the 40 mph speed limit to make, or simply run, the red light.

The Pennsylvania Department of Transportation told the reported that Banks was making a legal crossing as the section of highway is marked with a sidewalk through the grassy divider making it an unmarked crosswalk.
