Texas Man Charged in Fatal Hit-and-Run

A Texas man was charged with negligent homicide and driving while intoxicated in connection with a hit-and-run accident on Tuesday.

About the Fatal Drunk Driving Accident

According to the Times-Picayune, the accident occurred around 3:30 a.m. Tuesday near Buras, Louisiana.

Joseph Robert Hicks, 27, was traveling Northbound on Louisiana 23 in a 2000 Chevy Silverado when he drove his vehicle over the median and into oncoming traffic.

Hicks struck a Chevy S-10 pickup truck that was driven by Davy Bowers. Bowers was not wearing a seatbelt and was pronounced dead at the scene of the accident.

A 2004 Ford Mustang, driven by Kolin Robert, 18, then collided with the back of Bowers’ truck. Robert was wearing a safety belt and was uninjured in the accident.

After the accident Hicks fled the scene, but was captured and arrested five hours later.

  • In 2012, there were 10,322 fatalities involving blood alcohol levels higher than .08
  • This accounts for 30.7 percent of all traffic related fatalities.
  • The rate of alcohol impairment among drivers involved in fatal accidents was in 2012 was nearly four times higher at night than during the day.
