Suspect Arrested in Fatal Hit-and-Run of San Antonio Jogger

A tip has led to the arrest of a driver suspected of fatally striking a runner along Loop 1604 in San Antonio earlier this month.

Details of the Fatal San Antonio Hit-and-Run

According to KSAT, 28-year-old Joel Angel Zaragoza has been charged with failure to stop and render aid, a second-degree felony.

Zaragoza is accused of hitting and killing Lisa Rosenstein around 7 a.m. May 2 on the North Loop 1604 eastbound access road between Lockhill Selma Road and NW Military Highway. Police say Zaragoza left the scene and Rosenstein’s body was found by a bicyclist sometime later.

Investigators found parts of the suspect vehicle’s headlamp at the scene which led them to search for a 2012-2014 Ford Focus. Surveillance also captured the vehicle driving away from the scene, traveling along the access road until it reached Blanco Road.

The SAPD later received a tip from a citizen which led them to Zaragoza. His vehicle had a repaired headlight and passenger side mirror and damage to the right fender and hood. Zaragoza reportedly told police the damage was from hitting a deer but did not know where or when he hit it.

Zaragoza is being held on a $50,000 bond.

Pedestrian Accidents Rise in 2020 Despite Decline in Driving

According to U.S. News, the pedestrian deaths per mile in the United States increased 20% during the first half of 2020. Researchers believe increases in speeding, distracted driving, impaired driving, and other dangerous driving behaviors are to blame.

The jump in pedestrian deaths seems to be at odds with the overall 16.5% reduction in vehicle miles traveled in 2020.

The latest hike in pedestrian deaths seems to be part of a larger trend as pedestrian deaths rose 46% over the past decade. By comparison, all other traffic deaths increased by only 5%

Nearly half of all pedestrian deaths involve alcohol impairment in either the driver and/or the pedestrian involved. Most pedestrian deaths also occur after dark.
